Russia increases fertiliser exports to EU despite higher tariffs

In the first three quarters of 2025, Russian fertiliser exports to EU countries rose 5% year-on-year, reaching €1.346 billion despite tariffs introduced in July. This is the highest nine-month total since 2022.

Details: The Moscow Times reported, citing data from Eurostat, that Poland purchased the largest share of Russian fertilisers between January and October 2025 (37% of total EU imports).
Poland kept its top position from last year, when its purchases over the first three quarters accounted for a quarter of all Russian fertiliser supplied to the EU.
Germany ranks second among importers of Russian fertilisers (10%), followed by Romania (9%), Spain (7%) and France (6%), The Moscow Times said.
Background:
- In May, the European Parliament approved a significant increase in tariffs on Russian and Belarusian fertilisers and some agricultural products.
- The European Parliament's Committee on International Trade approved a 50% tariff increase on certain Russian and Belarusian agricultural goods.
- It was also reported that the European Union had adjusted the criteria for assessing whether Russian oligarchs could be removed from sanctions lists. The tightening was prompted by attempts by sanctioned individuals to challenge the restrictions in the EU Court of Justice, claiming that they were unjustified.
- Meanwhile, Russia continues to obtain chemicals essential for producing explosives from fertiliser manufacturers that have largely avoided international sanctions.
