NATO lacks tools to counter Russian hybrid warfare — ex-Finnish spy chief

Pekka Toveri, former head of Finnish military intelligence and currently a MEP, shared his opinions with Espreso TV.He noted that Russia poses multiple threats to Europe, both militarily and through hybrid operations. Russia’s main objective is to undermine the unity of NATO and the EU, which are the main obstacles preventing Russia from capturing Ukraine and advancing further into Europe. He also stressed that Europe should not wait for the United States to take action.According to Toveri, Europe is capable of maintaining a high level of military support for Ukraine on its own. He highlighted that the responsibility for responding to Russian aggression lies primarily with Europe, requiring both NATO and the EU. While NATO serves as a military shield that has protected Europe for over 80 years but has limited tools against hybrid threats, the EU can use its economic capacity to impose sanctions and target vulnerable points in the Russian economy. He added that continued support for Ukraine is essential, and replacing U.S. aid unilaterally would cost roughly 0.3% of the EU’s gross national product annually — less than most European countries spend on development in Africa and the Middle East.Recent drone incidents in Europe have included unknown drones near Munich on October 2, which disrupted operations at one of Germany’s largest airports, and 15 unidentified drones over the Belgian military base in Elsenborn on October 3.
