Details: The German government has not confirmed Zelenskyy's visit. However, unusually tight security measures are already in place in the government quarter and in the airspace over Berlin, which suggests such a visit is being prepared.
Members of the Bundestag (German parliament) have been informed of "police measures in connection with a state visit to the Reichstag building and the Chancellery" and of restricted access on Monday.
Already on Thursday, Berlin police notified airports in the Berlin area of the upcoming state visit.
Quote from the Berlin police: "In connection with the visit of a person who enjoys the highest level of protection, a restricted flight zone will be introduced over Berlin on 15 December 2025 in order to protect the state guest."
More details: Such measures are taken only for state guests who face the highest level of threat, such as the presidents of the US or Ukraine.
Background:
- It has been reported earlier that a meeting on a possible ceasefire in Ukraine is planned in Berlin at the beginning of next week.
- German Chancellor Friedrich Merz has invited representatives of the US to join the talks.
- The invitation came after a tense phone call on 10 December between Merz, Emmanuel Macron, Keir Starmer and Donald Trump, during which the parties tried to bridge differences over the direction of peace efforts.
- Trump has later acknowledged the disagreements, saying that "pretty strong words" were used during the call, underlining the gap over the approach backed by the US.
