Yuriy Lutsenko, politician and Ukrainian Armed Forces captain, stated this on Espreso TV."The Ukrainian Constitution generally does not prohibit presidential elections during wartime; this is a constant. It prohibits elections to the Verkhovna Rada, in case anyone forgot. Secondly, the Law on the State of Emergency prohibits presidential elections during martial law, that's true. And I believe that this is correct. But if martial law ceases due to a ceasefire, then the prohibition on presidential, and by the way, parliamentary elections, is lifted. Now, the next question: within what timeframe should these elections take place? Well, if you ask about the legislation, it gives an absolutely clear answer. If these are regular elections, that is, after the term has expired, then it's six months. If these are early elections, and such circumstances arise only when the president resigns, or is imprisoned, or, I apologize, dies. Then it's three months. But the current legislation, unfortunately, does not specify what to do if these are not regular elections, because the president has served not five, but almost seven years. If these are not early elections, because the president has not resigned and, thank God, is alive," he said.Yuriy Lutsenko noted that in that case, the legislation would probably have to be changed to add that these are some extraordinary elections."That is, as a result of the constitutionally provided mechanism for extending the president's term. Because the Constitution states: 'The President of Ukraine performs his duties until the election of a new presidency.' During the war, Zelenskyy has every legitimate right to be president until the election of the next one. Therefore, all these Putin's desires that he is illegitimate, all this goes to the trash along with all of Putin's lies. But he has indeed overstayed his term as president, legally, but he has overstayed. And these are not regular elections. And these are not early elections. These are probably some special elections. As they say in parliament, exceptional. However, it should be remembered that a citizen of Ukraine can be president for no more than two terms of five years. 5 + 5 = 10. 7 + 5 = 12. And therefore, from my point of view, at least for this reason, not to mention the ratings and all the consequences of Zelenskyy's rule, he cannot run in the next elections, that is my personal opinion. Nevertheless, after a ceasefire, presidential elections can take place within the timeframe established not by the Constitution, but by law. This law can be clarified by parliamentarians, as you understand, in just a week," the politician added.
