Details: Bloomberg based its report on conversations with several sources familiar with the discussions surrounding the US "peace plan" for Ukraine.
It writes that what later became known as the "peace plan" was drafted in October at a meeting involving Witkoff, Kushner and Dmitriev.
Neither US Secretary of State Marco Rubio nor President Donald Trump had been aware of the plan's existence until late, but Bloomberg reports that Trump approved it once he was briefed.
Sources told Bloomberg that the role of US Vice President JD Vance in shaping decisions on Russia's war against Ukraine has grown against this backdrop.
Vance has long maintained a close relationship with US Army Secretary Dan Driscoll, who, in recent days, has become the "new interface" in talks with Europe about Ukraine, according to Bloomberg.
The journalists report that Driscoll is in constant contact with Witkoff and Vance, while Andy Baker, Vance's deputy national security adviser, is also actively involved in the negotiation process.
Background:
- On 22 November, Trump said his current peace plan for Ukraine is not a final proposal.
- After the first round of talks in Geneva, President Volodymyr Zelenskyy said that the US plan may take into account several positions that are "critically important" for Ukraine.
