Journalist Vitaliy Portnikov stated this on Espreso TV."Regarding possible security guarantees—if we cannot become NATO members, then the security guarantees could follow the formula proposed by Italian Prime Minister Giorgia Meloni. This suggested that Ukraine should receive security guarantees equivalent to NATO's Article 5. However, I don't see any realistic plans for ending the war, and consequently, I cannot know what the actual security guarantees will be. I don't see the prerequisites for the war's conclusion. When the conditions for ending the war are met, then there will be real security guarantees. If Russia lacks the capacity to continue the war against Ukraine, then security guarantees can be established, because Russia will be unable to resist them," the journalist commented.In his view, if Russia has the potential to continue the war, it will do so. In that case, there will be no security guarantees—not because they won't be offered, but because the war will be ongoing."At present, there are no prerequisites for the war to end. Will they emerge from American-Ukrainian consultations? No! Could they emerge if the Americans pressure the Russians, and the Russians realize they don't have the money to wage war? Yes! But as soon as the Americans see that the Russians are out of money for the war and want peace, Washington's conversation with Moscow will change. In other words, the war will continue, because everything depends on the economic state of the Russian Federation," Portnikov concluded.
