Kellogg announced this on the air of the Fox News TV channel. The special representative expressed confidence that U.S. President Donald Trump will put an end to the war in Ukraine."The war didn't start during Trump's term, but he brought it to a state where, as we say in the military, the last 10 meters to the goal are always the hardest. We are about on the last 2 meters. We are almost there," Kellogg said.In his opinion, the 28-point plan is a working document that will be worked on all of next week to bring it to its final state."We know, myself and Steve Witkoff, Kirill Dmitriev from Russia, the Ukrainians are involved, and we have come to a proposal that will be very difficult for them to refuse. There are things that need to be changed a little, but this is done during negotiations, and the president understands this. I'm just thinking about the end result, and I believe that the framework for reaching an agreement is already there," the special representative noted.Kellogg also assumes that the Russians will put forward their amendments to the document.Speaking about security guarantees, he stressed that Washington does not want "history to repeat itself" or for the "Budapest Memorandum to return."On November 19, Axios reported that the White House is quietly working with Moscow on a comprehensive framework to end the war in Ukraine, drawing inspiration from the recent Gaza ceasefire deal.According to Reuters, the U.S. has signaled to President Volodymyr Zelenskyy that Ukraine must accept a U.S.-drafted framework to end the war with Russia that proposes Kyiv giving up territory and some weapons. On November 21, the British publication The Telegraph published the full list of the 28 points of the U.S. peace plan, which Washington is proposing to Ukraine and Russia as a basis for ending the war. The document reportedly involves significant concessions from Kyiv, but does not prohibit it from joining the EU.
