Suspilne reported the information.According to the report, despite the absence of an official document, lawmakers from both parties consider the terms published in the media to be unacceptable and dangerous for Ukraine's security.Republican Joe Wilson called the document "speculation," criticizing the possible terms of the plan, particularly Ukraine's renunciation of Donbas and Crimea."This would be a reward for aggression. It's like in September 1939: 'give up territory — and everything will be fine.' No! This is an invitation to a new war," he noted.Wilson also emphasized that a ban on foreign troops on Ukrainian territory would mean "an open door for further aggression."Republican Don Bacon added that Congress has not yet received the official text of the plan and so far, he has only seen media reports. He noted that if the plan truly involves cutting Ukraine's army in half, it would be a "capitulation.""I have heard rumors about what's in it. The rumors I'm hearing are terrible. But they are rumors. But I've heard that they are, supposedly, to cut their army in half. If that's true, it's wrong. It's a capitulation. And I completely reject it if that's the case," he stressed.According to the congressman, security guarantees for Ukraine should be NATO and the United States.Bacon also expressed concern that negotiations are being conducted "face-to-face" between the U.S. and Russia without Kyiv's involvement.Democrat Herb Conaway added that any peace agreement must be agreed upon with the Ukrainian government and Zelenskyy."I was in Ukraine in the fall of 2024 and saw the scale of Russian aggression. Peace is possible only with the participation and consent of Ukraine," he stated. The congressmen emphasize that any agreements that leave Ukraine defenseless against possible repeated aggression from the Russian Federation will not be supported by a significant part of the American political establishment. On November 19, Axios reported that the White House is quietly working with Moscow on a comprehensive framework to end the war in Ukraine, drawing inspiration from the recent Gaza ceasefire deal.According to Reuters, the U.S. has signaled to President Volodymyr Zelenskyy that Ukraine must accept a U.S.-drafted framework to end the war with Russia that proposes Kyiv giving up territory and some weapons. The author of the Resurgam Telegram channel noted that the leaked details of a purported 28-point peace plan raise suspicions about the motives behind the disclosure and the credibility of sources involved in the negotiations.
