Details: During the night, residents of Voronezh reported a series of explosions. Voronezh Oblast Governor Alexander Gusev issued a missile threat warning, while local Telegram channels shared messages about a fire at the combined heat and power plant.
The moment of the attack was captured on video by a witness and published by the Ukrainian project Exilenova+.
Journalists from Astra geolocated the footage and determined that it was filmed about 1.3 km from the Voronezh-1 combined heat and power plant. Their analysis indicates that the facility was likely the target of the strike.
The Voronezh-1 combined heat and power plant is owned by the joint-stock company RIR Energo. Data from open sources shows that the plant has an installed electric capacity of 378.3 MW and a thermal capacity of 1,389.3 Gcal per hour. About 430 people work there.
It is the largest heat supplier in Voronezh, providing heating to four city districts and more than a thousand businesses.
At the time of the publication, local authorities have not confirmed the attack or any damage to the facility.
The Russian Ministry of Defence claimed that its air defences had shot down 43 drones over Bryansk Oblast and 1 over Rostov Oblast on the night of 8-9 November.
But the ministry made no mention of a missile strike on the Voronezh power plant. The consequences of the attack remain unknown.
