Putin must choose between war and army reform, says expert

Viktor Shlinchak, chairman of the Institute of World Policy, shared his opinions on Espreso TV.“Russia has simultaneously launched two processes. The first is conducting combat operations. The second is the reorganization and rearmament of the Russian army. This process is planned to be completed by 2037. However, the question is what Russia can afford, because this will cost trillions of dollars. Whether Russia actually has such funds is still uncertain, since the Russian economy is closed,” the political analyst noted.According to him, the state of the Russian economy can be judged by certain indicators, but these will not provide precise figures to fully understand where the money is going.“Putin faces a choice of what to prioritize — pause the war to reorganize his army or abandon the army reform idea and continue the war. The Russian budget certainly cannot support both, and we are talking about trillions of dollars. I very much doubt that Russia’s current budget can rearm the army. Initially, this was planned to be completed by 2030, but now they are talking about 2037. However, most of this plan was supposed to be implemented by 2030,” Shlinchak commented.On October 13, it became known that U.S. President Donald Trump said he might provide Ukraine with Tomahawk missiles if Vladimir Putin does not stop the war.
