Self-proclaimed DPR prepares trade, economic deal with Nicaragua – intelligence

The Ukrainian intelligence agency reported that Russia continues to push for diplomatic legitimization of temporarily occupied Ukrainian territories—this time via Nicaragua. The so-called Donetsk People's Republic (DPR) government is preparing to sign a trade and economic cooperation agreement with Nicaragua’s Ministry of Foreign Affairs.The intelligence service explains that, formally, the deal is aimed at “developing cooperation between economic entities.” In reality, it is meant to solidify Russia’s presence in Donbas through international channels.The signing is scheduled for September 24–27, 2025, during a visit by a Nicaraguan delegation to Moscow.The Foreign Intelligence Service notes that the agreement is part of a broader Kremlin campaign—a “parade of diplomacy for occupied regions.” It serves three purposes: creating the illusion of international support for the occupation, opening avenues to bypass sanctions and exchange security services, and increasing Russia’s influence in Central America.“Nicaragua has already taken a step in this direction. On July 31, 2025, the country announced recognition of the ‘integration’ of Donetsk, Luhansk, Zaporizhzhia, and Kherson regions into the Russian Federation. This is a direct violation of international law, including the principle of non-recognition of annexations and UN General Assembly resolutions. Crimea, Sevastopol, as well as temporarily occupied territories in Donbas, Kherson, and Zaporizhzhia remain part of the Ukrainian state. Any ‘agreements’ with pseudo-institutions in these territories are legally void,” the intelligence service emphasized.They added that Nicaragua’s involvement in such processes could carry consequences: organizations and officials involved in legitimizing the occupation risk being targeted by international sanctions.
