Defense Express development director Valerii Riabykh stated this on Espreso TV."First of all, it should be noted that Russia has been targeting recruitment centers for a long time, and initially, of course, the fight began on the information front, when the Russians tried to undermine trust in the draft offices through various information attacks. Now, strikes on Territorial Recruitment and Social Support Centers are also part of this ongoing process," he said.Riabykh emphasized that such attacks can hardly be called effective."The enemy wants to achieve the goal of exerting moral and psychological pressure on the population of Ukraine, to disrupt the mobilization campaign, and to weaken our country’s ability to generate enough resources for further resistance to the Russian aggressor. From a military logic perspective, strikes on recruitment offices are not so much a military tool as a way to cover up those terrorist attacks that the Russian Federation has constantly carried out against civilian infrastructure. Now we see that such attacks are increasing significantly," the expert noted. He added that one possible explanation is that by striking Territorial Recruitment and Social Support Centers, the Russians are trying to mask their attacks on peaceful infrastructure."Most draft offices are located in populated areas, near residential neighborhoods. It is precisely under the cover of such strikes that the Russian policy of terrorizing the Ukrainian population and committing genocide against the Ukrainian nation continues. This aspect should also be considered, because the strikes on recruitment centers themselves are not effective. Even if they disrupt some processes, it is not a systematic effort, because, of course, it is a distributed network that can recover and redistribute its efforts," Riabykh stated. In his opinion, this also shows that Russia is now very limited in the number of meaningful targets it can hit with its growing arsenal of strike weapons."If by the end of 2024, the Russians were able to carry out up to 2,000 drone strikes of the Shahed type per month, now the number of such drones has at least doubled. They are also improving their tactics, using 'wolf pack' tactics and other tricks to achieve their goals. Along with the increase in such means of terror, the Russians have fewer and fewer truly military targets, the destruction of which could actually undermine our defense capability," the expert believes. He concluded that such terrorist actions—terror against the civilian population and covering up such terror with strikes on Territorial Recruitment and Social Support Centers—may also be evidence of the desperation of Russian forces, who are unable to achieve the military objectives they previously set, and therefore continue to intensify their terrorist efforts. On July 6, the Russian forces carried out a drone strike on a recruitment center building in Kremenchuk, Poltava region. On July 7, Russia attacked recruitment center buildings in Kharkiv and Zaporizhzhia with drones.Russia is conducting an information campaign to disrupt the mobilization process in Ukraine and is using a popular messenger app for this purpose.
