In June, Indian Defense Minister Rajnath Singh again pressed the issue at a Shanghai Cooperation Organisation summit in China, where Russian Defense Minister Andrei Belousov promised delivery of the outstanding systems in 2026 and 2027—nearly a decade after the original contract.The delays extend beyond air defense systems. A 2019 agreement to lease the nuclear-powered submarine K-391 Bratsk to India has yet to be executed, as the vessel has been stuck in repairs at the Zvezdochka shipyard in Severodvinsk since 2014.Despite these setbacks, New Delhi reportedly remains open to purchasing additional S-400 systems, even as previous orders remain unfulfilled. Russia is sweetening its proposals with steep discounts on oil products and expanded nuclear energy cooperation, including technology transfers.The dynamic adds complexity to regional relationships, as China—Russia's primary economic lifeline—maintains ongoing territorial tensions with India. How Beijing views Moscow's deepening military and energy ties with a regional rival remains an open question as Putin seeks to diversify Russia's partnerships amid Western isolation.
