A large-scale Russian attack on 3 December 2025 has almost completely destroyed the Kherson Thermal Power Plant, which is now out of operation.

Quote from Naftogaz CEO Serhii Koretskyi: "The Kherson Thermal Power Plant is an exclusively civilian facility. Its sole purpose is to provide heating to the city residents' homes. Yet the Russians systematically strike the plant. This is terrorism."

Details: Several plant workers were injured in the latest strike.

Background:

• It was previously reported that the Kherson Thermal Power Plant had suspended operations, leaving 470 apartment blocks – more than 40,500 households – without heating.
• "In recent days, Russian occupation forces have been intensively attacking the Kherson Thermal Power Plant, striking it with drones, artillery and other types of weapons," said Oleksandr Prokudin, Head of Kherson Oblast Military Administration.
• On the night of 3-4 December, Russian forces attacked an energy facility in Odesa Oblast belonging to DTEK, Ukraine's largest private electricity supply company, leaving many of the region's residents without electricity.
