EU to unveil legal plan for Ukraine reparations loan using frozen Russian assets

Immediately after this meeting concludes, European Commission President Ursula von der Leyen is expected to address the media and present the legal justification for providing Ukraine with a reparations loan based on frozen Russian assets. This shows once again that the EU, in parallel with peace processes, demonstrates that they are not inclined to simply return frozen assets to Russia, as Putin and his negotiators are requesting. The EU still wants to use Russian frozen assets so that Ukraine can effectively defend itself against Russia," Vysotska said.According to her, the scheme for the legal justification of providing Ukraine with a reparations loan should also include the extension of sanctions against Russia."The EU also expects this step to support the Ukrainian budget for 2026 and 2027. Therefore, today Ursula von der Leyen will announce this new legal scheme proposed by the European Commission. It is already known that this scheme will include a proposal to change the very ideology of extending sanctions against Russia, which is also very important. Currently, sanctions against Russia are extended every six months," she added.European nations are pushing back against Belgium's call for open-ended financial guarantees to shield it from potential Kremlin lawsuits over frozen Russian assets, threatening to derail a critical lending plan for Ukraine before year's end.
