EU considers new sanctions against Russia's shadow fleet, Bloomberg says

The European Union is considering imposing additional sanctions on those who facilitate the activities of Russia's shadow fleet.

Details: At a meeting on Thursday 20 November, EU foreign ministers are expected to consider strengthening cooperation with countries that register shadow fleet vessels in order to counter these ships.
The ministers will discuss "what more can we do with the shadow fleet, because it really has an effect on Russia's revenues to finance this war," EU Foreign Policy Chief Kaja Kallas said upon arriving at the meeting.
In a document circulated ahead of the meeting and seen by Bloomberg, Poland proposed new rules and coordination, including on such complex issues as authorising authorities to board vessels.
According to the document, the EU has conducted extensive diplomatic outreach to states that register ships and has been "largely successful" in persuading many of them to deregister these vessels. Warsaw also proposed involving port and coastal states, as well as entities that facilitate the operations of the shadow fleet.
Any new measures under discussion would form part of the EU's 20th sanctions package, sources speaking on condition of anonymity told Bloomberg.
