Trump approves 28-point peace plan to resolve Russia's war against Ukraine – NBC News

US President Donald Trump has approved a 28-point peace plan between Russia and Ukraine, which senior officials in his administration have been secretly developing over the past few weeks in consultation with Russian envoy Kirill Dmitriev and Ukrainian officials.
Source : NBC News, citing a senior Trump administration official
Details : The official said that those involved in drafting the plan included Trump's special envoy Steve Witkoff, Vice President JD Vance, Secretary of State Marco Rubio and the president's son-in-law Jared Kushner.
Quote from the US official : "The plan focuses on giving both sides security guarantees to secure a lasting peace.
It includes things Ukraine wants and needs to have a durable peace."
Details : NBC News noted that the official had not disclosed the details of the plan, which he believes still requires further talks with key parties involved in the process.
In addition, three US officials told NBC News that the framework of the so-called peace agreement still needs to be presented to the Ukrainians and that the timing for finalising the draft plan coincides with a Pentagon delegation's visit to Ukraine.
The US official described this visit as a White House initiative aimed at restarting peace negotiations.
Quote from NBC News : "American efforts to revive peace negotiations appear to be gaining momentum, although the Kremlin has shown no sign of changing its terms for ending the war and it played down a media report that the United States was working on a 28-point peace plan."
Details : Kremlin spokesman Dmitry Peskov said at a briefing that Russia has "no such plans" to meet with US Army Secretary Daniel Driscoll following his talks in Kyiv, adding that little has changed since the talks in Alaska in August.
A US Department of Defense representative said that Driscoll had been informed about the 28-point plan, but that it is not the main focus of his meetings in Kyiv.
According to a source close to the Ukrainian government and a European official familiar with the matter, Ukraine did not take part in drafting the proposed peace plan. They said Ukraine had been told about the general outline of the plan but had not received detailed information and had not been invited to offer its proposals.
"The president [Trump] has been clear that it is time to stop the killing and make a deal to end the war. President Trump believes that there is a chance to end this senseless war if flexibility is shown," a White House representative said.
