Dmitriev spent three days in Miami from October 24-26 meeting with Witkoff and other Trump administration officials to develop the framework."We feel the Russian position is really being heard," Dmitriev told reporters, expressing optimism about the plan's prospects for success compared to previous diplomatic efforts.The 28-point proposal is structured around four main areas: achieving peace in Ukraine, providing security guarantees, ensuring broader European security, and establishing future diplomatic relations between the United States, Russia, and Ukraine.
