Details: On 23 November the European Council asked the Commission to prepare, ahead of the next summit of the EU leaders on 18-19 November, a list of proposals concerning financing for Ukraine in 2026-27 (an options paper).
The options paper must include clarification of plans regarding the possibility of providing Ukraine with reparations loans based on frozen Russian assets, as well as alternative ways of delivering financial assistance to Ukraine over the next two years.
"According to Von der Leyen's options paper distributed to member states Ukraine needs 71.7 billion euro in 2026 out of which 51.6 is for military needs. This is assuming the war ends in 2026," Jozwiak wrote.
Background: The European Commission recently announced nearly €6 billion in support for Ukraine under the ERA Loan mechanism and the Ukraine Facility initiative.
