Valerii Romanenko, an aviation expert and leading researcher at the State Aviation Museum, spoke about this on Espreso TV."The Russians know all the enterprises in Ukraine that could be involved in missile production: these enterprises were hit, and they have been hit all the time. Cruise missiles - Luch Design Bureau, you know what's happening near a certain metro station, I won't name where it is, everyone knows. As for ballistics, the Russians have practically knocked out everything that could produce ballistics here. It is clear that ballistics means Dnipro and Pavlohrad, missiles and engines. Everything that can reach these areas flies there, including Molniyas and KABs," the aviation expert noted.According to him, when they were ready for serious tests and the launch of a ballistic missile, Russia launched a combined strike on all enterprises, i.e., on the main manufacturer, on the backup manufacturer, on the engine manufacturer, on the electronics manufacturer, and on the manufacturer of some other important systems."The Russians acted preemptively. By the way, they are working with Flamingo in the same way. Therefore, we need to deploy the production of the main components for our missiles in neighboring countries, not in Ukraine. For example, an enterprise for the production of solid-propellant engines, which are used for ballistic missiles and for cruise missile boosters, is currently being built in Denmark. We are doing everything too late, we are not reacting to everything as quickly due to objective and subjective reasons as the Russians are," Romanenko summarized. On August 27, 2024, Ukrainian President Volodymyr Zelenskyy announced that Ukraine had successfully tested its first domestically produced ballistic missile. On May 2, 2025, following a meeting of the Staff, President Volodymyr Zelenskyy stated that the task of the Ukrainian missile program is to maximize the acceleration of ballistic missile creation. On June 6, military expert, director of the Center for Army, Conversion and Disarmament Studies, Valentyn Badrak, reported on the successful test of a ballistic missile for the Armed Forces of Ukraine, which took place in mid-May.
