Unanimity rule blocks EU expansion, analyst warns

Diana Deputat, a legal analyst at the ZMINA Human Rights Center, stated this on Espreso TV."In my opinion, maintaining unanimity in the European Union on several issues is an unjustified step. As we are witnessing the stagnation of the EU itself. Today, the EU within these limits is not capable of expansion. After all, they cannot reach internal agreement even when a country is ready for the next stage, like Ukraine. Or we can give the example of Montenegro, the country that has been a candidate for a very long time. The same is happening with Albania and Macedonia. That is, we see how this unanimity hinders the EU itself," Deputat explained.The analyst said that the EU plans to officially open clusters for Ukraine and Moldova after the countries carry out reforms and unofficial meetings regarding them."There were separate initiatives from António Costa. He proposed changing the voting, especially regarding the opening of clusters, to a qualified majority of unanimity. This proposal failed. From what is happening behind the scenes, it is known that the Netherlands was against it. That is, the country seems to support us, but is against such an initiative. There is also an initiative regarding Ukraine and Moldova, in particular, for us to continue reforms and unofficial meetings, and we will wait for the official opening of clusters later," she added.The European Union is preparing to begin technical steps for Ukraine and Moldova to join the bloc, despite Hungary's constant blocking of progress in membership negotiations.
