The Wall Street Journal reported the information.According to sources, Trump was presented with three options: a severe option targeting Russia’s industry and leadership, a medium one aimed at the oil sector, and a lighter option with limited sanctions.The White House stated that the president initially sought to test his resolve while keeping the door open for a diplomatic resolution to the war.U.S. Secretary of State Marco Rubio noted that the goal remains the same — to push Russia toward negotiations — and the new restrictions are just part of a broader strategy.“The president has said repeatedly for months that at some point he’d have to do something if we didn’t make progress on the peace deal. Today (October 22 - ed.) was the day he decided to do something,” he said.The outlet noted that Trump has other tools at his disposal to increase pressure on Putin but has not yet used them. These include sending Tomahawk cruise missiles to Ukraine, imposing new secondary sanctions on any companies doing business with sanctioned Russian oil giants, or targeting Russia’s massive so-called shadow fleet of illegal oil tankers to reinforce EU sanctions.“Trump is leaving some things off the table because he still really wants a deal with Putin,” said Kurt Volker, who served as Trump’s envoy for Ukraine during his first administration. “This shows he’s just frustrated Putin hasn’t gone along with his plans yet.”Volker added that forcing Putin to make serious concessions requires “a lot more than sanctions,” and that sending Tomahawks to Ukraine would be an important next step.On Wednesday, October 22, the U.S. Department of the Treasury imposed sanctions on Russia’s two largest oil companies, Rosneft and Lukoil, due to Moscow’s lack of readiness to end the war in Ukraine.
