U.S. cracks down on Russian oil giants Rosneft and Lukoil, calls for ceasefire

The ministry announced the decision on its website.“Today, the U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) is imposing further sanctions as a result of Russia’s lack of serious commitment to a peace process to end the war in Ukraine,” the statement said.Rosneft and Lukoil, Russia’s leading oil companies, were added to the sanctions list. The restrictions also apply to their subsidiaries registered in Russia. Any company in which Rosneft or Lukoil holds a 50% or greater stake automatically falls under the sanctions.The measures aim to undermine Russia’s ability to generate revenue to continue the war, primarily through the energy sector. The Treasury emphasized that peace is possible only with Russia’s genuine participation in negotiations.“Now is the time to stop the killing and for an immediate ceasefire. Given President Putin’s refusal to end this senseless war, Treasury is sanctioning Russia’s two largest oil companies that fund the Kremlin’s war machine,” said U.S. Treasury Secretary Scott Bessent.He also stressed that the Treasury is prepared to increase pressure on Russia to support former President Trump’s initiatives to end the war and called on allies to back the sanctions.On October 22, the U.S. Senate Foreign Relations Committee approved three bills calling for recognizing Russia as a state sponsor of terrorism, seizing its frozen assets, and imposing sanctions on Chinese organizations and individuals involved in supplying weapons to Russia.
