Vasyl Voskoboinyk, head of the NGO Migration Policy Office, stated this on Espreso TV."Ukrainians who are currently abroad will weigh four factors that will influence their return. The first is security, as the end of the war will be the point at which people will start thinking about whether to return or stay. The other three factors are work, housing, and the availability of appropriate infrastructure for life. People will look at whether they have housing in Ukraine, whether they will be able to buy it, and whether there will be suitable mortgage programs that will allow an ordinary person to buy a home," the expert noted.According to him, regarding the factor of work for returning Ukrainians, it is not considered a physical process, but rather an opportunity to earn money that will allow a person to "stay afloat," help relatives, and raise children."The last factor is social infrastructure, which includes opportunities for both medical treatment and education. People will assess whether a young man or woman who graduated from a Ukrainian university can find a job in Europe. Ukrainians who are currently abroad will compare what they have here and now with what they could potentially have in Ukraine. However, the main conclusion is disappointing, because the longer the war lasts, the less likely it is that people will start returning. After all, they are finding work there, resolving housing issues, and their children are in school, so a mass return of Ukrainians is not to be expected. According to our assessment, about 70% of Ukrainians who are currently abroad will not return," Voskoboinyk summarized.According to a survey conducted by the sociological institute INSA, over 60% of Germans do not support social payments to refugees from Ukraine and are in favor of military-aged men returning home.
