Ukrainian parliament passes law establishing Cyber Forces

Ukrainian Members of Parliament (MPs) Yaroslav Zheleznyak and Iryna Herashchenko shared the information.Parliament passed draft law No. 12349, with 255 MPs voting in favor.As reported by Espreso correspondent Kateryna Halko, MP Oleksandr Fediienko emphasized that NATO has recognized cyberspace as a domain of warfare, comparing its importance to that of nuclear weapons. He noted that all NATO member states have now begun establishing their own cyber forces to conduct reconnaissance of critical infrastructure and enemy military ecosystems.“Cyber defense and cyber forces are two diametrically opposed things. Cyber forces are units that conduct reconnaissance and, if necessary, carry out offensive operations in cyberspace. This bill builds a military vertical and systematizes various institutions,” Fediienko explained.He also clarified that it will be possible to recruit specialists without mobilizing them — they will receive combatant status. “The main tasks are reconnaissance and counteraction,” he added.Herashchenko explained that the bill establishes the Cyber Forces as a separate structure within the Armed Forces of Ukraine, responsible for the country’s cyber defense and protecting its sovereignty.The bill provides for the involvement of cyber reservists — civilian specialists who can temporarily join the Cyber Forces to carry out cyber defense tasks.Cyber reservists will not necessarily need to obtain military status.“This decision was supported by 255 MPs, including Servant of the People and Opposition Platform — For Life members, which is also telling. The European Solidarity faction abstained. We consider this bill more populist than a measure that truly strengthens the Armed Forces and cybersecurity; it will increase chaos in mobilization. This bill clearly demonstrates a lack of a systematic and realistic approach to the Army’s needs. We are preparing amendments for the second reading,” added the MP.
