ISW: Russia planning provocations in Europe to prepare for potential war with NATO

The Institute for the Study of War (ISW) reported the information.Analysts drew attention to a recent statement by the Russian Foreign Intelligence Service, which accused the United Kingdom of allegedly preparing an attack by a group of pro-Ukrainian Russians on a Ukrainian warship or a foreign civilian vessel in a European port.Moscow also claimed that London allegedly plans to provide the saboteurs with Chinese underwater equipment to later blame Beijing for supporting Russian aggression.ISW emphasized that such statements are not new and echo previous claims of illegal actions directed against European countries such as Poland, Moldova, and Serbia."This pattern of organized activity suggests that Russia has entered the first phase of preparations — “Phase 0” — to move to a higher level of war than the one Russia is currently engaged in, such as a future NATO-Russia war," the report states.According to the analysts, Russia is implementing long-term strategic plans that could be part of the preparation for a future conflict with NATO. Among these plans are the restructuring of military districts on the western border and the active development of military bases near the border with Finland.At the same time, ISW sees no signs that Moscow is actively preparing for an immediate clash with NATO at the present moment.The European Union Commissioner for Defence and Space, Andrius Kubilius, stated that German intelligence has evidence that the Russian leadership has discussed an attack on NATO.
