ABC News reported the information.Richard Moore, head of British foreign intelligence, spoke at the British Consulate in Istanbul on September 19 after five years as head of MI6. In his speech, he said that there is “absolutely no evidence” that Kremlin chief Vladimir Putin wants to negotiate peace in Ukraine.The chief of the Secret Intelligence Service said that Putin is “stringing us along.”"He seeks to impose his imperial will by all means at his disposal. But he cannot succeed. Bluntly, Putin has bitten off more than he can chew. He thought he was going to win an easy victory. But he – and many others – underestimated the Ukrainians," Moore said.He is stepping down at the end of September.During his tenure, Russia launched a full-scale invasion of Ukraine in February 2022. Moore said the invasion strengthened Ukrainian national identity and accelerated its westward trajectory, as well as prompting Sweden and Finland to join NATO."Putin has sought to convince the world that Russian victory is inevitable. But he lies. He lies to the world. He lies to his people. Perhaps he even lies to himself," Moore said.He believes that Putin is “mortgaging his country’s future for his own personal legacy and a distorted version of history,” and that the war is “accelerating this decline.”Moore, who previously served as British ambassador to Ankara, the capital of Turkey, added that “greater powers than Russia have failed to subjugate weaker powers than Ukraine.”Analysts say Putin believes he can outlast the political commitments of Ukraine's Western partners and win a long war of attrition by wearing down the smaller Ukrainian army with numerical superiority. Meanwhile, Ukraine is seeking to expand defense cooperation with other countries and secure billions of dollars in investment in its arms industry.
