Russia invests $4.6M into pro-Kremlin youth initiatives in Africa and Asia

The Foreign Intelligence Service of Ukraine reported the information.In less than a year, the Russian Federal Agency for the Commonwealth of Independent States Affairs Rossotrudnichestvo spent about $4.6 million on propaganda programs for foreigners in 2025. The largest portion, $4 million, went to the New Generation project, aimed at creating a network of young activists, journalists, and entrepreneurs loyal to the Kremlin abroad.Intelligence reports note that this amount is three times higher than in 2024 ($1.4 million). In 2025, 1,600 participants are expected to visit Russia, primarily from Africa, Asia, the Middle East, and Latin America.“Spending on promoting the Russian language has also increased significantly. Funding for the state program rose from $5.6 million in 2024 to $20 million in 2025. Almost half of this amount, around $11 million, is allocated to projects such as the Russian World foundation and the educational portal Window to Russia, developed by RT,” the intelligence agency reports.An additional $1.9 million was allocated for the purchase of Russian-language educational materials for foreign schools and cultural centers, twice as much as the previous year.“Meanwhile, Russia needs at least $120 million to buy medicines for people with rare diseases, primarily for treating hemophilia, malignant tumors, and multiple sclerosis. There is no money for this in the federal budget,” the intelligence agency emphasized.
