The agreements, crafted under the Biden administration, aimed to create a unified Western front for tracking and debunking hostile foreign narratives that seek to sow confusion and erode democratic support for Ukraine and the broader rules-based order.The notice arrived as the administration moved to dismantle the remaining pieces of the Global Engagement Center, the State Department unit that once coordinated America’s information-warfare response. Republicans in Congress allowed the GEC’s mandate to lapse in December; its residual offices were shuttered in April.James Rubin, who ran the center until December, called the withdrawal “a unilateral act of disarmament in the information war,” warning that artificial intelligence will only magnify the reach of Kremlin and Beijing disinformation networks.The move comes as Russia continues a sprawling influence campaign across Europe and the United States, amplified by state outlets such as RT, which has been sanctioned by Washington and blocked across much of Europe since Moscow’s 2022 full-scale invasion of Ukraine.European diplomats say the collapse of the joint program leaves U.S. allies scrambling to fill a critical gap just as elections on both sides of the Atlantic approach and AI-generated fake content becomes harder to detect.
