Putin submits bill to withdraw Russia from Europe's anti-torture convention

According to Radio Liberty, the legislation would end Russia’s adherence to the convention. Once Russia withdraws, international inspectors would no longer be allowed into Russian prisons, and complaints from Russian inmates to the European Committee for the Prevention of Torture would no longer be considered.The bill’s explanatory note states that since 2023, Russia has not had a representative on the European Committee, due to the Council of Europe blocking the election of a new Russian member.The convention includes member states of the Council of Europe. After 26 years of membership, the CoE expelled Russia in March 2022, a month after Moscow launched its full-scale war against Ukraine. Moscow initially signed the convention in 1996, and it came into force for Russia two years later.Ukraine's Foreign Ministry emphasizes that Russia's decision to withdraw from the Convention for the Prevention of Torture definitively places it among countries where the value of human life and dignity is zero.
