Russia spends half of its budget revenue on war against Ukraine for first time

Center for Countering Disinformation reports.In the first quarter of 2025, military spending accounted for 50.1% of Russia’s budget revenue, and 48.2% in the second quarter. Thus, every second ruble entering the state treasury went to funding the army and purchasing weapons.According to estimates, in just the first half of this year, the Kremlin spent over 8.4 trillion rubles (around $105 billion) on military needs. This is 31% more than the same period last year and three times more than in 2022.At the same time, expenditures significantly exceeded budget revenues: from January to June 2025, Russia collected 17.6 trillion rubles (≈$220 billion) but spent 21.3 trillion rubles (≈$226 billion).The Center for Countering Disinformation emphasizes that the continuous increase in military spending is straining Russia’s financial system, leading to a growing budget deficit and reduced funding for social needs. In this way, the Kremlin is effectively prioritizing the war over economic stability and the well-being of its own citizens.The Russian government has acknowledged an almost complete halt in economic growth.
