Expert: draft law on young men’s travel abroad signals possible path to truce

Vasyl Voskoboinyk, the head of the Migration Policy Office, stated this in a comment to Espreso TV."Let's trace the sequence. The President announced that young people under 22 should be allowed to travel abroad. Mr. Fedir Venislavskyi, who introduced this bill, stated that our youth can travel abroad up to almost 24 years old. In my opinion, this is a signal to society that we are entering a certain track related either to a ceasefire or to the end of military actions. Therefore, the authorities are already trying to find mechanisms that will allow gradually lifting the curtain that we have at our borders," says Vasyl Voskoboinyk.According to the expert, keeping doors constantly closed for people's departure is not very practical, but at the same time, completely removing the current barrier (prohibition on foreign travel for men aged 18 to 60) is also impossible."In any case, these are the right steps that the authorities are taking to give hope to society that military actions will gradually subside. This step allows society to think about a not-so-terrible future," says Vasyl Voskoboinyk.The explanatory note to the draft law states that due to the prohibition on leaving Ukraine from age 18, some families deliberately send their 17-year-old children abroad from Ukraine, understanding that after they reach 18, departure will become impossible. Also, according to the bill's authors, there is a growing number of high school students who travel abroad to continue their education in secondary educational institutions.However, according to Vasyl Voskoboinyk, even though this draft law on allowing men under 25 to travel abroad appeared before the start of the admission campaign, this does not mean that more male graduates would choose Ukrainian universities instead of foreign ones."This depends on several questions. First, is there trust in what the authorities are doing? The second question is how much time will pass from the registration of the bill to its entry into force. After all, it must go through committee, first reading, second reading, and presidential signing. Usually, a year passes. The draft law on protecting labor migrants and combating fraud in employment abroad, which I lobbied for, was registered in October 2019 and voted on in the second reading and signed by the president in April 2023. That is, 3.5 years passed. But we also remember the law regarding NABU, which was very quickly adopted and signed by the president. Will this happen with this law exactly like this and right here? We'll see," says Vasyl Voskoboinyk.On August 25, draft law No. 13685 was submitted for consideration by the Committee of the Verkhovna Rada of Ukraine on National Security, Defense and Intelligence, which should remove restrictions on departure from Ukraine for men who are not subject to conscription due to not reaching conscription age.
