Two Russian prison officials charged in absentia over torturing Ukrainian POWs

Ukraine’s Security Service (SBU) press center reported the information.In-absentia notices of suspicion for war crimes committed by a group of persons by prior conspiracy were issued to officials of Colony No. 7 of the Directorate of the Federal Penitentiary Service in Russia’s Vladimir region.Law enforcement established their identities: they are Russian citizens Alexey Khavetsky, the deputy head of the secured facility, and his subordinate Grigory Shvetsov, an employee of the colony’s operations department.According to the investigation, from July 2023 to October 17, 2024, both suspects used torture against a group of Ukrainian captives imprisoned in a Russian jail. The victims were beaten with rubber batons, set upon by service dogs, and tortured with electric shock devices.In the torture chambers, the prisoners were periodically left for extended periods without food, water, or medicines, and in cold weather without warm clothing. In addition, Ukrainians were kept in overcrowded cells with other inmates suffering from acute infectious skin diseases.The SBU emphasized that the suspects’ unlawful actions violate the Geneva Convention relative to the Treatment of Prisoners of War. Comprehensive measures are currently underway to locate and punish the Russians for crimes against Ukrainian citizens.In the Kherson region, more than 1,500 people who were tortured by the invading Russian forces were identified. The existence of at least 13 torture sites set up by the Russians in the region has also been confirmed.
