According to Ukraine’s Center for Countering Disinformation (CCD), Kremlin propaganda will attempt to undermine the negotiation process by spreading manipulative narratives about Ukraine allegedly being unwilling to agree to peace, dragging out talks, and putting forward “unrealistic” demands. The CCD also anticipates active promotion of messages portraying Ukraine as a non-sovereign actor whose fate is supposedly being decided by Putin and Trump. In addition, there will be claims that Europe cannot guarantee security without Russia and that global stability can only be ensured by Moscow and Washington. The Kremlin will also push narratives about Ukraine’s “final loss” of sovereignty and its complete dependence on Western partners, who allegedly force it to “fight to the last Ukrainian” to serve their own national interests. The CCD further predicts increased Russian attempts to provoke divisions between Ukraine and the U.S., as well as between Ukraine and the EU, and between the U.S. and the EU.Another propaganda focus will be discrediting U.S. sanctions, with messaging about their alleged ineffectiveness and harm to the economies of both the U.S. and the EU."Through such actions, Russia will seek to seize the initiative in the political dialogue, undermine international solidarity with Kyiv, and generate internal pressure on Ukraine’s leadership," the CCD explained.Another target will likely be discrediting the prisoner exchange process. Amid the current pause in exchanges, Russia is already spreading fake statements, staged appeals, and manipulative interviews allegedly from Ukrainian prisoners of war, claiming they have been “excluded from the lists,” that the Ukrainian side is “refusing to bring its people back,” or that the negotiations lack transparency. These information attacks are expected to intensify, particularly through appeals to the families of POWs and attempts to provoke public discontent."This trend is likely to grow stronger. The enemy will continue injecting false messages into the information space about Ukraine’s supposed ‘selective approach’ or ‘lack of political will for exchanges,’ aiming to create a false public perception of the Ukrainian government’s position," the CCD concluded.
