The Wall Street Journal reported the information. The PEACE Act proposed by Republican Senators Roger Wicker and Jim Risch offers the most detailed plan yet for how Trump could arm Kyiv with European funds after his push to end the war stalled.According to the outlet, the bill would set up a U.S. Treasury fund to receive allied contributions, letting the Pentagon buy back weapons and keep sending arms to Ukraine without depleting U.S. stockpiles. GOP aides expect $5–8 billion annually, mainly from Germany and the UK.European allies already have been funding U.S. arms production for Ukraine, a process that takes years. The PEACE Act offers Trump and NATO partners a faster option by enabling the U.S. to send weapons from existing stockpiles.“This is the fastest way to arm Ukraine as well as to minimize the strategic and military threat posed by Russia to the U.S. and NATO,” Wicker said.“Together, we will send a clear message to Putin that there are consequences for his refusal to negotiate in good faith,” Risch added in a statement.Wicker has discussed the plan with the White House, which has been mostly receptive, aides said. It’s expected to be included in this year’s defense policy bill.On July 28, U.S. President Donald Trump said he is disappointed in Russian leader Vladimir Putin and plans to shorten the 50-day deadline he had given for reaching a peace deal with Ukraine. On July 30, Donald Trump announced that starting August 1, the U.S. will impose 25% tariffs on India as a penalty for continuing to buy oil and weapons from Russia — at a time, he said, "when everyone wants Russia to stop the killing in Ukraine."
