Some countries have agreed to or are close to concluding significant trade agreements, while others have failed to sufficiently address imbalances or do not align with the U.S. on economic and national security issues.As a result, the document introduces additional duties on goods from certain trading partners, while adjusting rates for those who demonstrate a willingness to cooperate. It also provides for measures against transshipment of goods to avoid these duties, and instructs several government agencies to monitor and implement these changes.After the adjustment, the highest tariffs were imposed on:Syria – 41%Laos – 40%Myanmar (Burma) – 40%Switzerland – 39%Iraq – 35%Serbia – 35%Algeria – 30%Bosnia and Herzegovina – 30%Libya – 30%South Africa – 30%Brunei – 25%India – 25%Kazakhstan – 25%Moldova – 25%Tunisia – 25%At the same time, a special formula will be applied to goods from the European Union: if the current tariff rate is less than 15%, the sum of this rate and the new additional duty will be 15%. However, if the current tariff rate on a product is 15% or higher, the additional duty, according to the decree, will be zero.U.S. President Donald Trump signed a decree increasing tariffs for Canada from 25% to 35%; the decision took effect on August 1.
