Lawmaker Yaroslav Zhelezniak reported the information."The Parliament has ratified the Agreement between Ukraine and the Council of Europe on the establishment of a Special Tribunal for the crime of aggression against Ukraine," the statement reads.323 MPs voted in favor.
BackgroundOn April 20, 2024, the Committee of Ministers of the Council of Europe instructed the Secretary General to begin preparing documents to facilitate consultations with Ukraine on the creation of a special tribunal regarding Russia's crimes.In February 2025, the Secretary General of the Council of Europe, Alain Berset, expressed hope that the Special Tribunal for the Russian Federation would be launched this year. For this, it is necessary to create the structure and provide resources.On March 21, Foreign Minister Andrii Sybiha announced that work on key legal documents for the creation of the special tribunal for Russia had been completed in Strasbourg.On May 9, during a meeting of the War Crimes Group coalition of states, which is working on the creation of a special tribunal for senior Russian officials responsible for the killing of Ukrainians, mass destruction, and other war crimes, representatives of EU countries, the Council of Europe, and Ukrainian authorities adopted the Lviv Declaration. This declaration gives the process a start, and the future signing of the agreement between Ukraine and the Council of Europe will be the final step in launching the tribunal.On June 25, President of Ukraine Volodymyr Zelenskyy arrived at the Palace of Europe in Strasbourg, where he signed a bilateral agreement with the Council of Europe on the establishment of a Special Tribunal for the crime of aggression against Ukraine.On July 1, Zelenskyy signed documents for the ratification of the agreement on the creation of the Special Tribunal. Later, Speaker of the Verkhovna Rada Ruslan Stefanchuk announced that a draft law had been submitted to parliament.
