Oleh Rybachuk, head of the NGO Centre of United Actions and Ukraine’s former Deputy Prime Minister for European Integration (2005), said this on Espreso TV.“I am confident that we will inevitably have to amend the Constitution. In particular, because today there is already news about the European Union’s decision to start negotiations on Ukraine’s accession to the EU. Therefore, all our legislation, including the Constitution, will have to be aligned with European standards. But there is no doubt that the Constitution was a compromise,” Rybachuk said.According to him, Ukraine’s 1996 Constitution was the result of an agreement between democratic forces and representatives of the former Soviet nomenklatura.“It was a compromise between young Ukrainian democratic forces and the old nomenklatura, whose interests coincided. The nomenklatura understood that they could remain influential, but now within their own state, where they could still ‘call the shots.’ So the overall compromise looked roughly like this: the communists gained control over the economy and finance, while the democrats were given the yellow-and-blue flag and state symbols,” the politician concluded. On September 6, 2024, Deputy Prime Minister for European Integration and Minister of Justice Olha Stefanishyna stated that Ukraine will need to amend its Constitution to join the European Union.
