Ukrainian President Volodymyr Zelenskyy has stated that technical teams have not yet determined a mechanism for monitoring Russias compliance with agreements prohibiting strikes on energy infrastructure.
Because of this, it is currently impossible to assess adherence to these agreements accurately.
