U.S., European leaders agree on joint security guarantees for Ukraine

This is stated in a declaration on the European Council website.The document emphasizes that partners have agreed to provide long-term and substantial support to Ukraine for building up its Armed Forces, which should remain at peacetime strength of 800,000 personnel.Countries also plan to create European-led multinational forces for Ukraine, formed from contributions by states willing to participate within a Coalition of the Willing, with U.S. support. These forces will assist in restoring the capabilities of Ukraine's Armed Forces, securing Ukrainian airspace, and supporting maritime security, including through activities on Ukrainian territory.Additionally, leaders agreed to establish an international ceasefire monitoring mechanism under U.S. leadership. It should provide early warning of any attacks, establish accountability and respond to violations, as well as provide an escalation prevention mechanism.Among other things, the heads of state committed to investing in Ukraine's future prosperity. Specifically, they will allocate significant resources for restoration and reconstruction, conclude mutually beneficial trade agreements, and take into account the need for Russia to compensate for the damage inflicted on Ukraine. They will also strongly support Ukraine's accession to the European Union.They also stressed that any agreement must protect the long-term security and unity of the Euro-Atlantic space and NATO's role in ensuring reliable deterrence. It was noted that any elements concerning the EU and NATO will be discussed accordingly among EU and NATO members.All parties committed to working toward rapid further progress in the coming days and weeks to jointly finalize and approve an agreement on lasting peace. They reaffirmed their strong support for President Zelenskyy and the people of Ukraine in their struggle against Russia's illegal invasion and in achieving a just and sustainable peace.President Volodymyr Zelenskyy stated that following the negotiations, Kyiv expects 5 documents, some of which will be legally binding.
