Germany allocates further €100m to support Ukraine's energy sector

Germany's Federal Ministry for Economic Affairs and Energy has allocated an additional €100 million via the development bank KfW to help restore Ukraine's energy infrastructure.

Details: These funds are allocated in addition to the €60 million already announced this year. They will be channelled to Ukraine Energy Support Fund (UESF) of the Energy Community, which has also been receiving contributions from numerous other international donors since 2022.
Quote from German Economy Minister Katherina Reiche: "Russia is systematically and deliberately attacking Ukraine's energy infrastructure, turning winter into yet another weapon. Energy supplies in Ukraine have long since become a front line. They will determine how hard this winter will be for people. Our additional €100 million for Ukraine Energy Support Fund is a clear response: we will not abandon the Ukrainian people. Protecting energy supplies means protecting people – that is the core of it."

With the help of an external procurement agency, the Energy Community conducts transparent and competitive tenders for the goods being purchased and oversees the use of the funds. This enables Ukrainian energy companies to receive rapid assistance to repair damaged energy infrastructure.
Quote from Germany's Federal Ministry for Economic Affairs and Energy: "In view of the recent investigations by Ukrainian anti-corruption bodies, the development bank KfW will continue to apply its compliance rules strictly. This includes the requirement that sound corporate governance in Ukrainian energy companies, as well as ongoing monitoring of compliance with this requirement, is a condition for the participation of the Ministry for Economic Affairs and Energy in the UESF.
Compliance with established standards of corporate governance, especially for state-owned companies, is the basis for continued reliable cooperation with our Ukrainian partners."
Background:
- Earlier, the United Kingdom announced that it will provide an additional £10 million (about US$13.3 million) for the restoration of Ukraine's energy infrastructure damaged by Russian attacks.
- The Swedish government has also announced a new winter assistance package for Ukraine for over 1.1 billion Swedish kronor (about US$117 million).
