Political scientist Volodymyr Tsybulko stated this on Espreso TV."For Putin, the negotiation process takes place when he dictates the rules. When the rules are dictated to Putin, it is not a negotiation process in his mind. Now Europe has gotten rid of its dependence on Russian energy resources and therefore dictates the rules to Putin. The thing is that having lost the premium European market for hydrocarbons, Putin has not found an alternative," Tsybulko explained.According to the political scientist, Russia is not only losing the opportunity to sell energy resources in premium world markets, but has already lost spheres of influence in Central Asia, the South Caucasus, and Syria."Moreover, Trump has now launched an entire campaign to displace Russian hydrocarbons from premium energy markets. Instead of Russian energy resources, Arab oil is now appearing in all serious markets, and there is a prospect of Venezuelan oil appearing if the U.S. takes over that country. That is, in fact, this year Putin has also had his zones of influence cut off. He has lost influence in Syria, the South Caucasus, and Central Asia, and he pretends that nothing has happened. However, Putin has become so dependent on China that even India's desire to buy Russian oil does not save him and does not make him more or less independent," he added. On Wednesday, October 22, the U.S. Department of the Treasury imposed sanctions on Russia’s two largest oil companies, Rosneft and Lukoil, due to Moscow’s lack of readiness to end the war in Ukraine.
