Putin says 28-point US "peace plan" could serve as basis for agreements on Ukraine

Russian ruler Vladimir Putin has claimed that the proposed list of 28 points in the US "peace plan" could become the basis for future agreements on the war in Ukraine.

Details: Putin said that after the Alaska summit, a list of 28 possible peace provisions emerged, and some of its items had been discussed even before the Russian-American talks.
He claimed that "after that, negotiations took place in Geneva between the American delegation and the Ukrainian delegation" and that the sides decided "that all these 28 points should be divided into four separate components", which had been conveyed to the Kremlin.
"Overall, we agree that this can be used as a basis for future agreements," Putin said.
He added that there are no final arrangements yet.
Prior to this, Russia's Foreign Minister Sergei Lavrov said that Moscow would not agree to the updated US "peace plan" proposal if it takes Russia's demands into account significantly less than the original version.
Background:
- Information about a new US "peace plan" intended to resolve Russia's war against Ukraine first appeared in several American media outlets on 19 November.
- These reports stated that the plan envisaged giving up the whole of Donbas to Russia. It also stipulated that Ukraine must limit its weapons arsenal, halve the size of its armed forces and accept Russian as a second state language.
- On 21 November, Axios published the full text of the 28-point peace plan, according to which Ukraine would have to renounce its territories permanently while Russia would receive amnesty.
- On 23 November, the United Kingdom, Germany and France prepared counterproposals to the initial 28-point US "peace plan", aiming to make it more favourable for Ukraine.
- Also on 23 November, negotiations took place in Geneva between the Ukrainian and US delegations, after which an "updated" peace document was announced.
- The Financial Times reported that following the Geneva talks – after which amendments were made to the Trump team's original proposal – the number of points in the plan was reduced from 28 to 19.
