Council of Europe sets out role as talks on ending war in Ukraine continue

Alain Berset, Secretary General of the Council of Europe, has outlined ways the organisation could help reinforce peace once the Russo-Ukrainian war ends, as discussions continue over the US "peace plan" for Ukraine.

Details: Berset said he is closely following developments in the negotiations over the "peace plan" proposed by the Trump administration.
Quote: "We must now be ready to support Ukraine in achieving a just and lasting peace. And we will do it where we have the most added value. Although we are not at the negotiating table, if you look at the substance, our work is clearly central in many areas covered by the proposed plan."
More details: Among these areas, Berset mentioned elections, reparations, minority rights, religious tolerance, humanitarian issues, the possibility of support from the Venice Commission if Ukraine has to consider any constitutional changes, and assistance in restoring the operation of Ukrainian institutions in liberated territories.

Background:
- On 1 October, the Parliamentary Assembly of the Council of Europe approved the draft Convention establishing an International Claims Commission for Ukraine.
- On 22 October, the Committee of Ministers of the Council of Europe approved the Convention establishing an International Claims Commission for Ukraine.
- The Agreement on the Register of Damage for Ukraine (RD4U) was adopted in May 2023 at the Council of Europe summit in Iceland. Markiian Kliuchkovskyi was appointed Executive Director of the Register, which is based in The Hague. As of May 2025, over 27,500 applications had been submitted to various RD4U categories.
- The Ukrainian President's Office expects the mechanism of compensation for losses caused by Russian aggression to start working this year.
