Details: Russia's latest move comes after Poland decided to close the Russian consulate in Gdańsk, a step taken in response to two acts of sabotage on the railway line between Lublin and Warsaw.
On 27 November 2025, the Polish ambassador was summoned to Russia's Ministry of Foreign Affairs, where he was handed a note stating that Moscow is revoking its approval for the consulate's work in Irkutsk.
Quote: "Russia has decided to withdraw its consent for the operation of the Polish Consulate General in Irkutsk effective 30 December 2025."
Background:
- Poland's Ministry of Foreign Affairs earlier announced that the Russian consulate in Gdańsk will be closed by midnight on 23 December 2025. Consulate staff must leave Polish territory by that date.
- With the consulate in Gdańsk closed, Russia will now be represented in Poland solely by its embassy staff in Warsaw.
- On 18 November 2025, during a speech in the Sejm (Polish parliament), Polish Prime Minister Donald Tusk said that Polish investigators allege that two Ukrainian nationals cooperating with Russian intelligence services were responsible for acts of sabotage on Poland's railways. They entered Poland from Belarusian territory and managed to leave after the attacks.
- The stretch of railway between Warsaw and Lublin, where the sabotage was carried out, is of strategic importance for supplying aid to Ukraine.
- Ukraine's Ministry of Foreign Affairs said that Russia is deliberately recruiting individuals with Ukrainian citizenship to carry out such activities.
