However, acknowledging that this remains a complex and lengthy process, Kyiv is actively implementing a multi-dimensional security doctrine to bolster its defenses in the interim.This strategy emphasizes that other security alliances are not a replacement for NATO, but a necessary addition to its long-term goals.The policy rests on two core pillars. The first is a "porcupine strategy," focusing on building a formidable, well-equipped Ukrainian Armed Forces and developing a robust domestic defense-industrial complex. A strong Ukrainian military is viewed as both the nation's primary security guarantee and a political instrument for advancing diplomatic and defense alliances on the geopolitical stage.The second pillar involves actively deepening other forms of security and political relations while the "rolling of the dice" on NATO membership continues.A significant step in this new direction is Ukraine's recent inclusion as an enhanced partner in the Joint Expeditionary Force (JEF). The JEF is a UK-led, high-readiness defense coalition composed of Great Britain, the Netherlands, and all Nordic and Baltic states.The JEF, which gained operational status in 2018, is viewed by many as a flexible, multinational alliance designed to operate independently or in coordination with NATO. While some analysts have called it London's geopolitical project or even a potential European alternative to NATO, for Britain, it currently serves as a vital supplement and insurance mechanism for regional security.While JEF's mutual protection commitments are not as explicit as NATO's Article 5, its primary value for Ukraine lies in the deepening of military-political relationships with countries that share a core security interest: the containment of the Kremlin. This "cluster approach" fosters tangible cooperation, such as building a common defense-industrial capacity and enhancing the national armed forces of each member.This layered approach reflects a new philosophy in Kyiv: full NATO guarantees should be the "strawberry on top" of a deep and resilient network of regional alliances, not the sole foundation for the nation's security.On November 5, Ukraine officially received Enhanced Partnership status with the Joint Expeditionary Force (JEF).
