Details: On 14 November, Azerbaijan's Ministry of Foreign Affairs summoned Yevdokimov and delivered a protest over the impact of an Iskander missile – or its debris – on the embassy compound at around 01:00.
The ministry stated that the explosion damaged the outer wall, causing part of it to be torn away, and also affected the administrative block, the consular section and service vehicles on site. No casualties have been reported.
Quote: "We have reminded [the Russian ambassador] that such missile attacks, which run counter to the norms and principles of international law, have happened before. In particular, on 10 March 2022, an airstrike on the building of the Honorary Consulate of the Republic of Azerbaijan in Kharkiv seriously damaged the administrative premises and rendered a service vehicle unusable."
More details: The ministry also reminded Yevdokimov of the aftermath of a Russian attack on Kyiv on 2 January 2024, when the impact of a Russian Kinzhal air-to-surface ballistic missile that had failed to detonate created a crater three metres wide right next to the embassy and burrowed eight metres into the ground.
On 28 August 2025, another impact occurred 50 m from the embassy compound, damaging its buildings and the ambassador's residence.
The foreign ministry also recalled strikes on facilities of the Azerbaijani company SOCAR in Odesa Oblast in August 2025, which caused damage and injured staff.
The ministry said that "all these facts raise questions about the deliberate nature of the missile strikes", adding that it provided Moscow with the coordinates of its diplomatic missions in Ukraine as far back as April 2022, with assurances from the Russian side that this would be taken into account.
Quote: "We have stressed that such attacks on our diplomatic missions are unacceptable and have asked the Russian side to conduct a proper investigation and provide a detailed explanation."
