Espreso correspondent Tetiana Vysotska reported the information."In the corridors of European institutions, they are waiting for parliamentary elections in Hungary and hoping for a change of power. Of course, no one openly talks about this, as Hungary is an EU member state. Orban participates in meetings and official events, and Hungarian ministers attend relevant events. But in Europe, they understand that as long as Orban's current government is in power, it is impossible from the point of view of EU legislation to open clusters for Ukraine without his consent," Vysotska noted.According to the correspondent, the President of the European Council, António Costa, proposed a legal interpretation according to which unanimity of all 27 member states is not required to open clusters, which would allow Ukraine to move forward. This would enable working groups to begin adapting Ukrainian legislation to European standards. However, this idea has currently stalled, as lawyers are still studying the issue, and a unanimous decision of all EU member states is still needed to make changes. Therefore, for now, there is no political will and consensus to legally bypass Orban."Marta Kos, the European Commissioner for Enlargement, announced that the European Commission is trying to get a mandate from the EU Council to continue technical negotiations. Even after the screening is completed, Ukraine formally cannot move further. Currently, behind-the-scenes negotiations are underway to obtain a mandate from the EU Council, which would allow the European Commission to continue its work. It is likely that this can be done without Orban's participation, with the votes of 26 states.The climax of this discussion will be reached on December 18, when all EU leaders, including Orban, will gather at the European Council meeting. Then it will become clear what decision will be made," Vysotska added.Viktoriia Melnyk, coordinator of the Center for Political and Legal Reforms, emphasized that the window of opportunity for Ukraine's accession to the EU is extremely narrow, and every minute is precious.
