This week, data from Hungary’s Central Statistical Office showed that in the third quarter, the Hungarian economy continued to essentially stagnate.According to Resurgam, political and economic setbacks hit Orbán’s regime six months before elections, likely prompting him to focus on the external threat from Brussels and Kyiv to divert attention."Orbán’s government will escalate provocations to elicit political responses from Kyiv, which his campaign will then use in media to portray Kyiv as 'aggressive,'" the author believes.Ukrainian diplomats face a dilemma:Respond to Hungary’s provocations as protocol demands, but doing so provides Orbán’s campaign with material for elections, undermining Kyiv’s strategic goal of a more cooperative post-election Hungarian government.Refrain from responding to deny Orbán leverage, but this risks European media portraying Kyiv as weak and raises moral questions of national dignity.However, a hybrid strategy is likely best: ignore low-risk provocations as “white noise” and respond only to significant cases, like Hungarian drones or statements that could harm Ukraine’s image."But the fact remains that over the next six months, Orbán will be more than ever motivated to provoke Ukraine with statements and actions to elicit a negative reaction for his own election goals," the author concluded.
