Ukrainian forces hit 160 Russian oil facilities since start of tear — SBU chief

The announcement was made by the head of the Security Service of Ukraine (SBU), Vasyl Maliuk, during a press conference with Ukrainian President Volodymyr Zelenskyy.According to Maliuk, Ukrainian special services have carried out nearly 160 successful strikes on Russia’s oil infrastructure since the beginning of the year, leaving about 37% of the country’s oil refining capacity idle.He added that in September and October alone, 20 oil infrastructure facilities were taken out of operation, including:6 oil refineries,2 oil terminals,3 oil depots, and9 oil pumping stations.“This has led to a shortage of more than 20% in Russia’s domestic fuel market, the shutdown of 37% of its oil refining capacity, fuel deficits in 57 regions of the Russian Federation, and a ban on gasoline exports until the end of the year,” Maliuk said.He added that such strikes are legitimate targets because “90% of the Russian Defense Ministry’s budget comes from oil production and refining.” Damaging these facilities, he noted, weakens the Russian army’s financial capacity and directly impacts its ability to wage war.Maliuk also highlighted the challenges faced during these operations: “The enemy has very strong air defenses, and their Pantsir system works most effectively against our long-range drones.”Despite this, Ukraine has achieved notable success. “Since the beginning of this year, we have destroyed 48% of the enemy’s Pantsir systems,” the SBU head stressed. “This remains a top priority, as defined by the President of Ukraine. They produce about 30 of these systems per year, but the number we’ve destroyed already far exceeds their annual output.”“We are not stopping at our achievements. There are many new perspectives and approaches in this work — new weapons, new combat units, and improved communications,” Maliuk said, stressing that Ukraine continues to refine its methods for striking critical infrastructure and degrading Russia’s economic and military capabilities.On October 3, SBU drones struck one of Russia’s largest oil refineries, Orsknefteorgsintez, some 1,400 km from Ukraine.On October 11, 2025, long-range drones from the SBU’s Special Operations Center “A” struck the Bashneft-UNPZ oil refinery in the Republic of Bashkortostan (Russian Federation).
